Add to this the fact that Mavericks does all updates automatically without the need for User intervention and I can see why Apple have taken this path.
So, my guess is there will be no offline update files Unless Apple have a major change of direction with Mavericks My method to get around the problem that one of my studios are in a location where the internet is poor I then take that HD to another location which has a good internet connection, connect it to a Mac and boot it up and update it there.
